Anne Kaiser is a clinical professor at the School of Public Policy and the associate director for the Institute of Public Leadership. She started with the school as an adjunct professor in 2013, first teaching a course on Women in Leadership. She now also teaches two undergraduate core classes. She was previously an adjunct professor at Montgomery College, teaching a course titled Introduction to Political Science.
 
Kaiser attended the University of Chicago, graduating with a BA in Political Science. She then earned two master's degrees from the University of Michigan, a Master's in Public Policy and a Master's in Educational Studies. For her Master’s in Educational Studies, she wrote a thesis titled “Head Start: The Role of Research in Developing Public Policy”.
 
Kaiser was first elected to the Maryland House of Delegates in 2002, and has been reelected to five 4-year terms. She is a member of the Health and Government Operations Committee and the House Chair of the Joint Committee on Cybersecurity, Information Technology and Biotechnology. Kaiser previously served for five years as the chairman of the Ways and Means Committee, for two years as majority leader and was vice-chair of the House Democratic Caucus during the 2014 election. Her previous service also includes time as the elected chair of the 24 member Montgomery County House Delegation, the largest in the state of Maryland. Her current legislative focus centers on revamping election law audits, enhancing health care access and protecting vulnerable citizens from predatory property tax practices.
