IPL Welcomes Former California Mayor as Public Service Fellow

The Institute for Public Leadership has named former Emeryville, California mayor John Bauters as a public service fellow. This addition reinforces the Institute’s effort to connect policy education with leadership experience in practice. IPL was designed to strengthen how public leadership is taught and practiced while serving as a resource for leaders across Maryland and the nation.

Bauters is a nationally recognized leader in housing, transportation and environmental policy. As mayor, he led regional efforts to expand housing access, improve transportation systems and advance environmental protections while also chairing several Bay Area policy agencies. For more than two decades, Bauters has worked as a public interest attorney and government relations director, and legislation he authored establishing legal standards for trauma recovery centers has since been replicated nationwide.

“Mayor Bauters brings the kind of frontline experience in strategic leadership and municipal governance that our students need to understand the major challenges facing public leaders today,” said IPL Director John Ronquillo. 

Bauters will pursue applied research and outreach projects focused on housing affordability, homelessness reduction and sustainable transportation policy while working with students through mentorship, public lectures and institute programming.
